Functional Statement

            Exercise general supervision and control over all programs, projects, services and activities of the Public Market and Municipal Fish port.


Market Administrator

          The Market Administrator shall enforce all laws dealing with the Rosario Public Market and implement the rules and regulations governing the operation. Administer the lease of all commercial stall and prepare contracts and other documents which may necessarily be connected. Oversee the administrative direction of all personnel of the public market. Implement and enforce the Market Code of the municipality, including plans and policies of the Municipal Mayor in the operation of all public markets which normally includes sanitation, cleanliness, security, order and deportment inside the market premises.


Office / Administration Task

Clearance Certificates for Business Permit

           It requires referral from the Municipal Mayor, Contract of lease. Checking if tenants have arrears in Stall fees, checking and updates information of the tenants before issuing Certificate for Business Permits.

Clearance Certificates for Special Permit

           It requires referral from the Municipal Mayor, latest Community Tax Certificates (CTC). Special permits are issued occasionally: Valentines celebration, Fiesta, Halloween, Christmas and New Year. Ambulant vendors are also required to secure special permits during these occasions.

Endorsement letter for Tejeros Convention Public Market

           It requires referral from Municipal Mayor, certification of residency and clearance from Tejeros Convention Public Market. After checking the clearance issued by Ms. Anabel Barrera, the market administrator shall give an endorsement letter to the Municipal Mayor for the preparation of their Contract of Lease.

Distribution of Billing Statement for Stall Fees

           Billing statement issued by Mayors Staff are distributed monthly and the tenants will pay it to the Treasurer’s Office. Official receipt is collected for proper monitoring of all Tenants’ arrears. Sections to be monitored for stall fees are: Fish (FS), Vegetable (VS), Gadget and Accessories (GAS), RTW and Footwear (RFS), Grocery (GS), Food Court (FCS), Carinderia (CAS), Rice (RS), Assorted Goods (AGS), Mini Store (MSS), Fresh Fruits (FFS), and Meat (MS).

Issuance of Notices 

            Notices are given to tenants who fails to pay their stall fees for two consecutive months which includes one percent (1%) per day of delay of the amount due and shall cause for the cancellation or revocation of contract of lease if they fail to settle their dues.

Issuance of Market Pass 

           Issue Market pass for all tenants’ helpers and personnel of delivery vehicles.

Weighing Scale

           Monitoring of weighing scales of tenants monthly. Weights and measures used within the public market shall be sealed and calibrated by the Treasurer’s office.

Price Monitoring

           Market prices are subject for monitoring daily for assurance that the prices are within the Standard Retail Price of the Department of Trade and Industry.


Collection

          Issuance of Cash Tickets for all delivery trucks or vehicles and all collection of cash tickets are remitted to the Treasurer’s office daily. Cash tickets are issued from opening up to closing. 


Security

          Security personnel for three (3) Entrance and Exit points of the Public Market. Gate 1 along Ave Maria St., Gate 2 beside PNP station and Gate 3 in front of Urban. Security personnels are likewise roving regularly inside the Public Market to monitor all clients.


Other Tasks

 

Flushing in Meat and Fish Section

          The Market office shall get a Referral from the Municipal Mayor and submit it to the Bureau of Fire (BFP) for assistance during the flushing. One week before the scheduled flushing, it shall be announced inside the market premises in order to inform the tenants for them to be able to prepare in cleaning their stalls. Market staffs shall likewise post the said schedule for the tenants’ information and guidance.


Weekly cleaning of Canal

          Weekly cleaning of canal in Fish and Meat sections thru the help of Lingkod Bayan.


Disinfection of Public Market

          Disinfection of Public Market three (3) times in a week as part of our safety precautions against Covid-19.
