Office of the Municipal Planning and Development Coordinator

Functional Statement

  1. Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies.
  2. Monitor and evaluate the implementation of different development programs, projects and activities in the municipality.
  3. Prepare municipal comprehensive plans and other development planning documents.
  4. Analyze municipal income and expenditure patterns and formulate and recommend fiscal plans and policies for the consideration and approval of the Sangguniang-Bayan and Municipal Mayor.
  5. Promote citizen participation through development planning at the barangay level.
  6. Exercise general supervision and control of the day to day activities of municipal planning and development office personnel and the divisions, sections or offices placed under its supervisions.
  7. Exercise such other powers and performs such other duties and functions as may be prescribed by law or ordinates.

Office of the Urban Poor Affairs (UPAO)

Functional Statement

  1. Take inventory of all Urban Poor Organizations/Informal Settlers including unregistered group within the municipality and encourage them to seek accreditation with the Urban Poor Affairs Office (UPAO) and the Sangguniang Bayan;
  2. To make consultations and to gather data or information on the basis of said inventory of organizations;
  3. To formulate strategies, work plans and setting of priorities on the basis of data gathered together with the Local Housing Board especially on matters and problems relative to  
  4. To attend to complaints, request of assistance and to facilitate the resolution of issues/problems brought to UPAO; 
  5. To coordinate with other government agencies and other NGO's concerned if there are cases subject for demolition or eviction especially those within the danger zone;
  6. To implement the municipality's programs and projects to uplift the lives of the urban poor and the informal settlers in coordination with other government agencies concerned;
  7. To submit report regularly and keep the Municipal Mayor posted of any progress/developments on UPAO Programs and Activities.


Frontline Services

  1. Receives application for land for the landless program 
  2. Conducts investigation and verification of potential beneficiaries 
  3. Issues certification of award to land beneficiaries 
  4. Arranges the transfer of ownership of government-owned land to beneficiaries 
  5. Attends to special operations assigned by the Office of the Municipal Mayor
